According to Clause 4, Article 40 of Decree 69/2024/ND-CP (“Decree 69”), user accounts issued by the National Public Service Portal or the system of online administrative procedures at the ministerial and provincial levels will only be valid until June 30th, 2025. Thus, from July 1st, 2025, enterprises will have to use electronic identification accounts registered on VNeID to access the National Public Service Portal and other systems of online administrative procedures at all levels to carry out administrative procedures.
Decree 69 defines electronic identification as these activities of registering, verifying, creating and attaching electronic identities to electronic identity subjects. An enterprise's electronic identity includes basic information such as the enterprise identification number, enterprise name, establishment date, head office address, tax code, enterprise code, electronic identification code of the enterprise, information of the legal representative or head of the enterprise.
Instructions for registering electronic enterprise identification
To register for an electronic identification account, enterprise can choose to submit their application online or offline. In case of online submission, the legal representative, the head of the business or the authorized person by the legal representative or the head uses the level 2 electronic identification account to log in to the VNeID application. Then, choose the organization identification section, provide the necessary information and submit a request for an electronic identification account.
If the enterprise chooses to submit directly, the legal representative, the head of the enterprise or authorized person must declare the Application for electronic identification account according to Form TK 02 (issued along with Decree 69/2024/ND-CP) and submit the form to the identity management and electronic verification authority or the identity management authority at a convenient location.
Electronic identification for foreign enterprises
Regarding electronic identification for enterprises, according to Article 12 of Decree 69/2024/ND-CP:
Article 12. Procedures for granting electronic identification accounts to agencies and organizations
1. The legal representative, the head of the agency or organization, or the person authorized by the legal representative or the head to use his/her level 02 electronic identification account logs into the National Identification Application, provides information according to the instructions and sends a request for an electronic identification account to the agency or organization after obtaining the consent of all other legal representatives of the organization (if any).
Currently, the issuance of level-2 electronic identification accounts for foreigners has not been implemented, therefore electronic identification for enterprises with legal representatives and heads who are foreigners will need to keep updated with the competent authority for further instructions at the soonest.
