On April 5, 2025, the Ministry of Finance issued Official Letter No. 4370/BTC-DNTN to provide guidance regarding business registration procedures in light of upcoming changes to Vietnam’s administrative boundaries.

According to the Official Letter, enterprises, household businesses, cooperatives, unions of cooperatives, and cooperative groups may continue to use their existing:

  • Business registration certificates
  • Household business registration certificates
  • Cooperative registration certificates
  • Union of cooperatives registration certificates
  • Certificates of operation for branches, representative offices, and business locations

However, businesses may voluntarily update their address details or do so concurrently when undertaking other procedures that involve changes to business registration content.

As of now, the tax authority has not issued specific guidance regarding how administrative boundary changes may affect address details on tax invoices. Therefore, businesses are advised to await further instructions from the relevant tax authorities before initiating any updates related to tax documentation.

This guidance is expected to help to reduce administrative burden for enterprises during the transitional period and provides flexibility in managing registration records. Companies should remain attentive to any upcoming instructions from the competent authorities to ensure full compliance.
