The Ministry of Public Security released Notice No. 220/TB-V01 dated 17 June 2025 addressing that the system for electronic identification (VNeID) for foreigners will be finalized by July 1, 2025. This allows foreigners including legal representatives and heads of foreign invested companies to obtain Level-2 VNeID accounts and electronic identification for foreign invested companies.

Implementation Timeline

By June 25, 2025: Pilot of VNeID system for foreigners at selected local police departments

By 01 July 2025: Completion of VNeID system for foreigners

By 20 June 2025: Submission of a joint plan for an intensive 50-day campaign (01 July to 19 August 2025) to execute issuance VNeID for foreigners.

Procedures for Issuance of Level-2 VNeID Account

Foreign legal representative, the head of the agency or organization must visit to the immigration management authority or the provincial police authority to present his/her passport or international travel document and follow procedures for issuing a level-2 eID account.

The foreigners is requested to provide full and accurate information in request form for issuance of the VNeID account and take facial photo and finger print for authentication. Upon the fulfillment of all stages, the management authority will notify the outcome via the VNeID application, MSIN or email.

Electronic Identification for Foreign Invested Company

According to Article 12 of Decree 69/2024/ND-CP of the Government dated 25 June 2014 on electronic authentication and identification, procedures for granting electronic identification accounts to agencies and organizations regulates that the legal representative, the head of the agency or organization, or the person authorized by the legal representative or the head to use his/her level 02 electronic identification account logs into the National Identification Application, provides information according to the instructions and sends a request for an electronic identification account to the agency or organization after obtaining the consent of all other legal representatives of the organization (if any).
